The district offers bilingual education and free-standing English as a Second Language (ESL) programs. The overall goal of these programs is to provide English language learning students (ELLs) with the necessary language skills to be successful in all aspects of their academic careers. The transitional bilingual education program uses the Spanish language to help transition ELLs to proficiency in English while continuing to develop their cognitive and academic skills with Spanish language support. Transitional bilingual services for elementary students are available for Spanish-speaking students at Fostertown, Gardnertown, Gidney Avenue, Meadow Hill, Temple Hill, and Vails Gate. At the secondary level, Spanish bilingual classes are available at Newburgh Free Academy. The dual language program aims to build proficiency in both English and Spanish for ELLs and for native English-speaking children. A dual language program is available for students in kindergarten through grade 4 at Fostertown School. The ESL program uses English exclusively to build English language skills. All schools in the district offer an ESL program.
