Dear NECSD students, families, faculty, and staff,
I am proud to announce that for the first time in more than ten years, all elementary and K-8 school buildings in our district are in good standing, receiving local support, according to New York State's Accountability System. We know that there is still work to do and milestones of success that we still want to achieve, however, it is important to celebrate our achievements where we can - and this is a big achievement!
The New York State Education Department follows a set of standards to measure school performance. These measurements can only be met when our educators, administrators, parents/guardians, families, students, and support staff are all contributing to student success. We each play an important role.
The measurements that are taken must show student growth and/or achievement. This improvement does not happen overnight. It takes a concerted and continued effort to move progress forward. New York State requires sustained improvement over consecutive years for a school's accountability status to change.
These measurements include:
- Student average achievement;
- Core subject performance;
- English language learners proficiency;
- Student growth (for elementary and middle schools);
- attendance index;
- College, Career, and Civic Readiness (for high schools); and
- Graduation rate (for high schools).
HIGH SCHOOL GRADUATION
Additionally, I am proud to share that our four-year graduation rate for Newburgh Free Academy rose 4%, from 72%-76%. Again, we know there is improvement to be made, but the data reflects that we are, in fact, demonstrating growth and moving in the right direction.

FOCUS ON MIDDLE SCHOOL
Our district will continue to focus on improving all of our schools to maintain their good standing status and continue to strive to provide the best education for all of our scholars.
We will also focus on our middle schools. We know the transitional years between elementary and high school are a pivotal time for student growth.
Heritage Middle School's accountability status is Additional Targeted Support and Improvement (ATSI).
South Middle School is now in Superintendent Receivership for Comprehensive Support and Improvement (CSI). South Middle School has been designated a CSI school for more than 15 years. Superintendent Receivership exercises enhanced authority to manage and operate the school to achieve demonstrable improvement in student performance.
There will be a Public Hearing on Wednesday, February 25th at 6pm at South Middle School to have a community conversation regarding this designation. We hope to see all members of our South Middle School community there. Improving our schools requires contributions from all of our stakeholders.
WE EACH PLAY A ROLE
Our families are the first and forever teachers of our scholars. Our teachers, administrators, and support staff can only succeed in collaboration with our families.
The patterns of success we achieve is apparent when our educators actively participate in aligned curriculum and instruction.
When our students contribute their feedback, and they are active in their growth as learners, we see them achieve the goals they set for themselves.
The full presentation that I shared with our Board of Education at the meeting held on February 10th, 2026, can be found by clicking this link. More specific information will be shared soon with individual school communities that saw a change in accountability status. In the meantime, I hope you join us in celebrating these major milestones of success in our schools in good standing, and in actively participating in continued success for all of our scholars throughout the district.
Sincerely,
Dr. Jackielyn Manning Campbell
