Dr. Jackielyn Manning Campbell is the first black female Superintendent for the Newburgh Enlarged City School District. She started as the Superintendent of Schools for the NECSD on July 1st, 2022. During her 24-year career in education, her roles have included teacher, assistant principal, principal, several top administrative posts, and a member of the superintendent’s cabinet.
Before beginning as Superintendent, Dr. Manning Campbell has served as the Assistant Superintendent for Student Support Services as well as Acting Superintendent in the New Rochelle City School District since December 2020.
Dr. Manning Campbell believes in educational excellence for all students. By outlining a clear set of values and beliefs that is practiced and reinforced by all, our district will continue to soar. A district that achieves excellence sets high expectations for students, staff, parents and families – and communicating that message regularly to all stakeholders will continue to be highly successful.
Dr. Manning Campbell believes in ensuring that leading a district that is culturally responsive is a high priority. We must commit to educating all children and continue to be driven by an equity lens. Our promise will be that a child’s zip code, skin color, language, or disability does not predict success.
Dr. Manning Campbell’s vision is to embed inclusivity as a core tenet so that all faculty, staff, and students achieve their full potential enabled by an environment that builds strong relationships and is diverse, equitable, and inclusive.
Dr. Manning Campbell holds a bachelor’s degree in Health Services Administration, a master’s degree in Elementary Education from Lehman College, and a second master’s degree in Administration and Supervision from Mercy College. She received her doctoral degree in Executive Leadership from St. John Fisher College in 2012.
Dr. Manning Campbell is multi-lingual and enjoys fashion, long walks, and watching her two sons play basketball games.

Onyx Peterson has been a dedicated lifelong member of the Newburgh community. After graduating from Newburgh Free Academy in 1996, she began her post-secondary education at the University of Albany, where she earned a Bachelor of Arts in Psychology.
She started her career working with several community-based agencies in the Capital Region, assisting and supporting families. Her passion for education led her to pursue a Master’s in Education in Guidance and Counseling at Sage Graduate School. Onyx began her educational career at North Rockland School District as a School Counselor at North Rockland High School, contributing to a wide range of projects and advisories. These included developing the Guidance Plan, serving on the School Improvement Committee, leading technology integrations across various programs, acting as a union representative, and participating as a PBIS member and curriculum advisor.
With a deepening interest in leadership, she pursued a degree in Educational Leadership at SUNY New Paltz. This opened opportunities such as Director of Adult Education for North Rockland and Dean of Students at the Regional Summer School. These leadership experiences prepared her for roles in the Newburgh Enlarged City School District (NECSD), where she served as Director of Pupil Personnel Services, supporting Student Support Services, and advancing initiatives such as Social Emotional Learning (SEL) and Multi-Tiered Systems of Support (MTSS) planning.
Onyx then transitioned into executive leadership within NECSD, heading the Information and Technology Department. Her diverse and extensive background led her to her current position as Deputy Superintendent of Schools for NECSD. As an operational leader and servant leader, she believes strongly in the power of relationships, seeing them as the foundation for success. Onyx is honored to serve in this capacity within the community that she holds close to her heart.

Dr. Elisa Correa Soto was born and raised in the Bronx and moved up to the beautiful Hudson Valley, Elisa Soto is a proud mother of two wonderful children and happily married to her best friend. She is thrilled to work alongside the Newburgh community and is dedicated to providing our students with an engaging, high-quality educational experience...
She firmly believes that parents are every child’s first teacher and that working together can address every child’s social, emotional, and academic needs.
Elisa’s unwavering commitment to the Newburgh community is evident in her primary goal to ensure that every student recognizes their unique potential. Her previous tenure with Newburgh schools, though brief, left a lasting impression on her heart, and she has dearly missed being part of this vibrant community. With immense joy and anticipation, she returns home to Newburgh, ready to contribute once again to our community’s growth and success.
In her free time, Elisa enjoys running and hiking in the Hudson Valley and cheering on her children as they compete in triathlons. She is looking forward to a fantastic school year ahead!

Dr. Natasha Freeman-Mack was born in Liverpool, England, spent her school years in Sacramento California, and relocated to Westchester County, New York in 1990. Dr. Freeman-Mack began her educational career as an English teacher in the Bronx for the City of New York. She has always loved teaching to students and adults, and mentoring teachers.
Her educational career encompasses; teaching, instructional coaching, building, and district administration.
Dr. Freeman-Mack firmly believes in relational capacity; when teachers create a welcoming and affirming environment in their classrooms, the relationship between teacher and student is enhanced, and the student's desire to be successful increases because the student knows they are valued. Her focus on ensuring the intersection and embedding of diversity, equity, access, belonging, and inclusion are understood across and throughout all areas of the district is understood in all aspects of her work.
Dr. Freeman-Mack’s focus on community partnership and creating extended learning opportunities for the Newburgh Enlarged School District is serving our students well. The Family and Community Engagement team works diligently to support the community with events, parent workshops, afterschool programs, and opportunities for all students.
Dr. Freeman-Mack enjoys spending time with her family of three very grown adults and the love of her life, her husband. She loves plants and traveling. What excites her most is the feel of a great book in her hands!
Shannon O'Grady

Dr. Shannon O’Grady was born and raised in the Bronx, New York, where she began her teaching career. As an educator and child advocate for more than twenty years, Dr. O’Grady has served as a teacher, school leader, and district administrator.
Newburgh Schools exemplify a commitment to voice, choice, and opportunity. This commitment is aligned with Dr. O’Grady’s belief that humanity and excellence are interconnected, and that schools can and should be joyful learning communities for children and the adults who lead and serve them.
In her free time, Dr. O’Grady enjoys coaching girls' softball and playing pickleball with her four kids. She is truly honored and excited to join this vibrant Goldbacks Community!
Marcie Heywood

Marcie Heywood has proudly dedicated her 24-year career in education to the Newburgh Enlarged City School District and is honored to be part of the Goldback Community. She began her journey as a student teacher before becoming a classroom teacher at Broadway School and has since supported students, families, and educators in a variety of leadership roles, including Assistant Principal, Interim Principal, and Director of Elementary Education.
She holds degrees in general education, special education, and psychology and is currently pursuing her doctorate at Fordham University. Her research focuses on culturally responsive practices for multilingual learners, reflecting her deep commitment to equity and inclusion.
At her core, Marcie considers herself—and will always remain—a teacher. She believes educators hold the profound responsibility and privilege of shaping the future, one child at a time, and she is committed to continuing that work in partnership with her colleagues across the district.
While proud of her professional accomplishments, Marcie considers her greatest role to be that of mom to her son, Jayden, and she especially enjoys cheering him on at his football and lacrosse games.
Joseph McGrath

Joseph M. McGrath is a seasoned educational leader specializing in technology and data with over 25 years of experience in the education sector. Known for his results driven leadership, strategic vision, and technical expertise, Joseph is deeply committed to fostering innovative learning environments that center on student success.
With a proven track record of driving technology initiatives, he brings a wealth of experience in system thinking, collaboration, and educational leadership.
Throughout his career, Mr. McGrath has demonstrated his ability to manage complex technology projects, secure significant outside funding, and implement cutting-edge instructional strategies. He brings expertise in many areas including instructional technology, curriculum, data utilization, security, networking, and data privacy.
Mr. McGrath joins us from Carmel School District where he served as the Director of Technology and Interim Superintendent. During his time there, he launched several initiatives related to improving physical and cyber safety, network operations, classroom experiences, user support, and student wellbeing.
Mr. McGrath’s experience also includes years of district and technology leadership in the Mount Vernon City School District and as a founding member of IN-Tech, a technology themed middle and high school in the Bronx.
In addition to his technical skills, Mr. McGrath has a history of mentoring and supporting staff, having built and led teams of instructional technology coaches, data specialists, and technicians. His leadership extends to financial management, including budgeting, grants, and capital projects, ensuring that technology investments are aligned with long-term educational goals.
He holds advanced degrees in School Supervision and Administration, as well as Urban Multicultural Education. He is a nationally certified Education Technology Leader and holds a New York State Special Education Teaching and a School District Administration License.
